The sound you hear is normal, you've finally just noticed it. It's actually the horizontal retrace which runs at something like 47KHz if I remember right. It's just a high pitched whine that's faint because it's just outside of normal audio response for most human ears. Every CRT does this, some at different frequencies. But it's normal.

I've been able to walk into a house and tell you if a TV or monitor was on for the last 25 years just because of this.

christ ! this is some of the worst advice possible. do yourself a favor and get someone at a shop to look at it
otherwise look at getting some high wattage resistors in variying ranges to step down the charge over periods of
10-15 mins.

unloading the charged capacitor all at once could cause the dielectric to boil and explode the cap casing.

Doh! Well I probably will just take it to a shop eventually. Its a pain to have to carry this heavy thing downstairs though.

NTSC horizontal is 15,750 Hz. Humans can not hear 47 kHz :)

I had the same problem with my computer monitor. If it's caused by cheap components, then shame shame on you Dell.

I also bought a motherboard last year (shuttle) that made a similar high pitched whine. Bloody annoying. Returned that thing instantly. Thank god for newegg's wonderful return policy.

you should probably not attempt to fix it yourself. a regular screwdriver, wooden or plastic, will not likely provide adequate insulation to you if you attempt to discharge the capacitor. there are specially insulated tools for use with high voltage devices such as TVs.

I have discharged a few TVs & computer CTR monitor in my time & grounded wooden/plastic screw drivers work just fine. I got a burn on my arm the first time I worked on a CTR because I accidentally touched the anode/flyback cable just before I discharged it. Since then I?m more careful and I uses a dry rag or long sleeve shirt as a preventative method.

Open TV -- Show how to open & discharge a CTR with pictures.

Flyback 20kV from 24V -- Pictures of electron arch & hand held screw driver.
