How can i delete files so they can NEVER be restored?

Is there a way or a program to use if I want to permanently delete a file so that it could never be restored?
 
Define never. Do you mean never as in the FBI could not take the drive apart and use forensics to get the data or never as in someone with a sector editor couldn't see pieces of it?

An application such as Simple File Shredder should do the trick. Applications like this overwrite the sectors where the data is stored several times with garbage bits so that it cannot be recovered:

If you are looking to wipe out an entire hard drive boot and nuke is a good option. It is a bootable linux disc which will do the same thing as the previously described program except for the entire drive.

Finally if you plan on storing "sensitive" files again in the near future store them in a truecrypt container. The only way someone can access these volumes is by knowing the password. As long as the password is half decently complex it cannot be brute forced. And you can even create a decoy password which will mount a false volume if you are ever forced to unlock it.

Zeroing the free space should be enough. Or wiping and zeroing the entire drive. It may still be possible to recover the data but it's so much effort that no one would bother doing it unless it was part of a major investigation.
 
Take the hard drive apart and use coarse sandpaper to grind off the plastic layer of the hard drive platter(s). Some platters are made of glass, makes it even easier to break into sections.

Don't burn the platters are the toxins coming off of them are deadly. For cd-roms, and floppies, a good set of shears works by cutting them into 4 sections..

If it's option 1, delete.
If it's option 2, format
If it's option 3, take a drill, stick it in SEVERAL parts of the body.
