How can i delete files so they can NEVER be restored?

Like others say if the material is so sensitive that you wouldn't want the NSA to access it, you must poetically destroy it. Id also advise burning the remains and keyboard.
 
If you do not see it when you use the Go Advanced option, then check in your CP, under Settings, Options, and be sure you have selected "Use the Enhanced Editor"
 
If you do not see it, when you select Go Advanced, then go into the User CP, Settings and Options, Edit Options, Miscellaneoue Option, Message Editor, Enchanced Interface-full WYSIWYG option
