The best deals can be found in pawn shops. I have seen some very nice sets and stones there, and many pawn shops have fine jewelers on staff. The can re-set the stones in different settings, usually around 25% under the mall and name brand stores. I have seen some spectacular high quality stuff there, priced right at the SI and I quality price range per carat size at the mall.
My wife used to work across the street from this one shop and we still get all our work done there. The guys would give her a call or stop by and tell her to "come check this out". She very rarely bought it, but they knew her and like showing off the good stuff they'd get from time to time.
