I heard the way the vote went down was once it was obvious there weren't enough votes for it to pass the guys sitting on their hands rolled in and voted yes on the dead bill to score political points. So in reality there was probably never any chance of this passing.

I would assume that's how most votes go that are popular with the constituents, but don't fit into the authoritarian model. Marijuana legalization will be the same way. Nobody in government wants to end it, so there will be a narrowly defeated vote. "Awww, sorry, we tried."
 
Big government Republicans are irrelevant.

I believe they have consistently either held the Presidency, or been nominated to run for that office - my entire life. As in, the Republican party has NEVER supported any other kind of Republic. 100% Big government all the way.
