Hoping I get a severance package Monday

For the past 2 months my work position has slowly been dwindling down to nothing. When I was hired it was to start a new program the company just signed a 12 month contract for.
Idiots failed to properly plan for the program and the market was already flooded with competition under the same contract. So, that failed.

During that 12 month failure I pointed out why it was destined to fail so the company then established a new contract with a different entity.
Things were looking good the past 24 months until this new entity realized that the risk was just too great for them. So again, a failure and nothing I have any control over.

For the last 2 months I have not had anything to do. Literally not one single bit of work. I've asked to work on other contracts, but my flighty boss never gets around to it.
An example: on 5/18 he said we will discuss everything the next day. To this date that conversation never happened. Have cornered him about it and something always comes up where he doesn't have the time to talk.

Well, I can see the writing on the wall and the stagnation in my career. New job accepted at a competitor starting in 2 weeks.

Was going to give my 2 weeks notice this previous Monday, but my boss is on vacation all week. Figured I would work through the week since the amount of vacation I took this year isn't quite caught up to my accrued balance. Will be as of the 15th when we get paid again. Figured I would give a 1 week notice Monday. Not like I have any work that anyone needs to get caught up on.

Tuesday afternoon I answered the main door to get a UPS delivery. Looked at who it was to and in big bold black marker it was written all over the envelope that it is only to be opened by my boss. Return label is from HR at HQ. The individual from HR, after a linked in search, has the main function of handling severance packages for the company.

Fingers crossed that it is a severance package for me. This couldn't work out any better if it is. I don't have to give notice, don't have to inform them I am going to a competitor, and hopefully get a month plus of extra pay. Would be a nice little bonus.
Considering I am the only one on the team that has nothing to do, I am extremely confident it is for me.

At this point I am not even considering giving notice. I'll stick through all of next week if I have to and only inform my boss Friday when I am leaving that I will not be in the next Monday. Not too concerned about burning bridges if it gets to that point. During my annual review in April (meets expectations) my boss commented that he was surprised I hadn't quit already given how the company can't seem to find a partner for the work I specialize in, no fault of my own.

TLDR:
Have new job that starts in 2 weeks
Boss on vacation all week, but received severance package in mail this week from HR
Hoping it is for me so I don't have to give notice and get extra pay

The biggest reason I didn't take another position 3 months ago was that I was in the middle of purchasing a home and couldn't have a job switch during that time (never would have been approved by underwriting).

Good luck! Sounds like things will work out perfectly for you, as long as you're not counting on that severance.

Hope for the best OP. Don't open the box. If your boss complains you gave him no notice, just be honest. Since you are basically doing nothing, it really shouldn't put him in a hard place.

And then they give the OP a promotion! Then it becomes a sitcom where he's working for two different companies at the same time.

And he has to dress up as a woman at one of the jobs to hide his identity!

I got a free 3 month severance bonus once...we were bought out and our jobs were being phased out, so they offered us 6 months pay to stay 3 months. With a couple of weeks to go on our 3 month contract, they decided not to phase out our jobs and keep us aboard, and we got the stay bonus as well.

very rare that you would get it in one lump sum. It will usually be paid out just like regular wages, unless you live in Canada where there are different rules.

You sure it doesn't say can't take a job in the same industry, otherwise in most states what you describe won't fly.
