As a foreigner my conception of greedy american corporations is limited, but...

Isn't it more likely that this was just a unrealistic ultimatum which the companies never believed would pass?
Now they can 'negotiate' a 'compromise' and gain what they really probably are after, and legislators or atleast naive public will think that the corporations have been kept in bay.
