400% of the poverty line is about $40,000 a year for an individual. I'm not really sure that qualifies as "poor" and it certainly is enough income to purchase insurance on your own, provided things like pre-existing conditions are not holding you back.

I think the problem is that this type of subsidy creates a gap where individuals relatively close to the threshold may pass up opportunities if it means losing the subsidy. Do you have any more information available on it?

It is not a linear cutoff, its a sliding scale system. You get more help with insurance payments based on income, with the smallest subsidy at 400% over the poverty line. At 401% you do not receive the benefit anymore, however, the subsidy is small at that point anyway.

Neither will work exclusively, and with both you have to have incentives for the money to move in the right direction. If businesses thrive, the people thrive, when businesses start hurting so do the people, you can not seperate the two.

The Republican's said the same thing about Social Security and Medicare now you guys embrace it.

I would celebrate if both of these were killed as well; these programs are to help support those who refuse to help themselves and plan for their own future. If I got back my HUNDREDS of dollars a month from these programs, I would be much better off.

We might as well just pass the healthcare bill and pay for people to not work, pay for their McD breakfest/lunch/dinner habits, and then completely pay for their healthcare too,because of their crappy lifestyle.
