Around the hall, when not on rounds and not specifically confronting a policy violation, RA's are intended to be down to earth and friendly - part of that entails being straightforward and unpretentious.

Document, record if you can (and if the law allows it) and report it to the complex director.

Dean of students will have no authority over this matter. This is a Housing and Food Services (or your equivalent) matter.
