The process is a trade secret, but experts speculate that the milk is partially lipolyzed, producing butyric acid, which stabilizes the milk from further fermentation. This compound gives the product a particular sour, "tangy" taste, to which the US public has become accustomed, to the point that other manufacturers often add butyric acid to their milk chocolates.[1]

Hershey's bars are okay but apparently they use a different formula here in Canada. They don't taste sour. It's still among the cheapest, lowest quality chocolate you can buy though. Just one step up from those Allen's Easter Bunnies.
Europeans, particularly the English and the Swiss, are the only people who know how to make proper milk chocolate. The North American stuff is loaded with too much sugar and other fillers, and doesn't taste creamy at all.

EDIT: there isn't anything out there that notes/cites the sour milk, but I did see a documentary that called that out (Hershey was trying to 'refine' his chocolate's taste and decided to use rotting milk,..).
