Maybe someone got some balloons for a party and just tied them to the hen to keep them from floating away? It could be completely innocent. Hmph, people always rushing to judgement.

WTF? the cop was popping the balloons with a pellet gun... i can only imagine cartoon-like scenes of the bird suddenly loosing its perch and plummeting down with a whoosh of feathers.

i have quite mixed feelings about this. On one hand, what kind of sick freak ties helium ballons to a chicken? On the other hand, what if you were just strolling along down the road, and saw a hen cruise by over your head? Im disgusted, but laughing my a$$ off at the same time
