All right, now I'm frustrated.
Just built a PC per recommended parts (and a few of my own) from this thread.
Now I'm seeing on my second display (same Radeon HD 6950 display adapter) that the cursor jumps around - it feels as if the computer is "slow" and catching up.
The second display is DVI, and the main display is DP. I have seen complaints online about HDMI but not either DVI/DP.
OS: Windows 8.1 64 bit
Actions performed: nothing! I'm simply moving the mouse/windows across a Windows desktop. I'm not even playing a game...
I have all the latest drivers for my video card. I have all of the latest Windows Update files.
I DON'T have all the Asus drivers though as I'm not sure if something is missing here:

But I did install the chipset and management engine interface.
(I'm not using any onboard Intel HD adapter so I didn't install the Graphics Accelerator drivers. I tried but I kept getting the "this computer doesn't meet the minimum requirements" error. I tried the Intel page too just to be sure. Same minimum requirements error.)
Here's what I can do:

change the refresh rate. I am using a dual display 2560x1440 Dell U2713H monitor. Changing ANY settings, including the refresh rate which is at a solid 60Hz, would reduce the resolution to 1920x1280. Yuck.
All of this worked with my previous Windows 8.1 setup. The new variable here is really just the ASUS motherboard (I had a great MSI motherboard beforehand). What gives?!
