Makes sense. The reason wind cools you off, is that it evaporates the sweat from your skin. If the humidity is near 100%, the evaporation will be low even if there is a wind. I have read that if the temperature is above body temperature, a wind will make it feel warmer, although I am not sure that is correct. I think the heat index is a bit incomplete though.
