In Utah, courts have ruled that the smell of marijuana alone is not probable cause and cops need to obtain a warrant. (Utah v Duran) Don't think it has been ruled in other states though.
Good luck getting the drinking age changed though. Number of voting 18-21year olds < Number of voting 21+ year old who don't care. I used to care about changing the drinking age but now that I'm past the magic number, I don't care.
