He has said he will NOT run in 4 years again for the presidency. Twice is enough. It doesn't really matter who runs libertarian in his place though. Unlike Democrats and Rebublicans, you are voting for a party in this case and not the person; furthermore, they aren't puppets like the 2 big parties. Each person has the same goals and stand the same on the issues, so it doesn't matter which libertarian is elected. Most publicity for the Libertarians in the near future will be from their upcoming FEC lawsuit. It will be great to see that down.

1/4 of it goes to paying off the national debt interest, without dwindling it any. More to a failed Social Security program that will go bankrupt in a decade. And more yet to pay court fees to jail pot smokers, and plea bargaining sex offenders. And more yet to kill people in the Middle East which will somehow, promote peace. That would be a majority.
