Eh ... yes you could.
It just wouldnt' be broadcast for everyone to see. You could easily setup a game and invite all of your friends to join in whenever you wanted.
The thing about having a list of servers is that typically those are dedicated servers (on PC games that is) and there aren't any dedicated Xbox360 servers.
But from what I've heard, they will have a public list of games that people are currently hosting that you can just jump in and out of.
