But if we actually use said arms to defend ourselves, the burden of proof that we didn't murder someone for the wrong reason is on us. In other words, the government basically says you can carry a weapon, but don't use it unless you have no other choice. "Leave the law to the lawmen." Having said that, if you mess with me or most of my neighbors, you might just get shot.

Criminals buy guns on the street with the numbers filed off the barrels and can often get a gun easier than the average joe. Some cities, states don't allow handguns or guns (handguns or rifles) with higher capacity magazines. I own both because I'm in a state that allows pretty much everything.
