Its my understanding that the lower the temps the higher the boost clock. Is that incorrect?
The GPU Boost is impacted when GPU temperatures exceed 70*C, in increments of 5*C (75/80/85, etc.). As long as the card stays under 70*C, there is no adverse effect on GPU Boost. This is why Kepler cards running at 35*C won't overclock any higher than cards running at 70*C.
If you are going to watercool, HD7970 is better since you'll be able to hit > 1300mhz as which point it will outperform the 670 OC. Otherwise I see no benefit to getting a $100 GPU block over the $400 Gigabyte 670.
Actually Gigabyte 670 OC can often overclock > 1300mhz on air. This is pure luck of the draw based on the card you'll get.
