Sen. Leahy was trying to slow down the process of railroading the Patriot Act through the Senate. He wanted to debate it and negotiate aspects of it, some of which he won from the Justice Dept., which was trying to force it through with NO changes.
Prior to the anthrax attacks, there were warnings from within the administration that anthrax attacks were very possible. Even Cheney received a Cipro vaccination on Sept. 11.

Then, remember Bob Stevens? The victim in Boca Raton whose editor's wife was purported to have rented a room to two of the 9/11 hijackers and was investigating the story?
Then, right when we started bombing Afghanistan, the wave of anthrax attacks hit NYC and the FBI pulled hundreds of agents off of investigating the 9/11 attacks.
Then, when the Patriot Act was being shoved thru the Senate, two key Democrats holding it up, Daschle (Minority leader) and Leahy were hit by anthrax.
Then, conveniently, the anthrax attacks stopped. If it was from a terrorist, why would they stop?
