See, she clearly pulled away from him and was resisting arrest, if she was in a drunken state (which is likely) she very easily could have got out into traffic in her attempt to flee from him which would result in her injury or death, the death of the person who hits her @ 50-60 MPH and death or injury to the arresting officer.

Ever get an electric shock? Now try with a million volts. Yeah, the effect is a pretty big kick in the nuts, and will make you immobile for a bit. It can even cause nerve damage. Electricity is not a toy, even low amperage. If the voltage is high enough (which it is in tasers), the amps don't need to be very high for it to be dangerous.
