This is an off question, but I only get about 8k in 3dmark05 - can my CPU be the issue preventing me from getting 10k?

Yes. For some reason Intel chips (Dothan and derivatives being the exception) don't seem to do as well in that benchmark.

Nice scores with ATI Tool beta release. I?m currently using the latest catalyst drivers and am thinking of installing ATI tool for a slight overclock. What is your recipe for installing this beta version when one already has the latest drivers and control panel from ATI?s web site already installed? Additionally, what options or methodology do you use once you have installed ATI tool?

ATI Tool is a separate entity from actual ATI drivers or catalyst control center. no worries.

By control panel, do you mean the Catalyst Control Panel or the regular control panel? If you mean CCC than I'm not sure if that will present problems or not. I use the following:

Official 6.2 cats without CCC (just the display drivers)
ATI Tray Tools
ATI Tool Beta 13

If you decide to go that route than make sure and disable overclocking when you install ATI Tray Tools. Just install ATI Tool like normal. Set the voltages under "Settings" and than start looking for the max core and memory clocks. The artifact scanner actually works pretty well in the newest beta and I just keep bumping up the core/memory up by 5-10Mhz and than scan for 5 minutes. When I start seeing artifacts I downclock 5-10MHz and than run through 3DMark03 and 05 and some games I have. Firefly and Canyon Flight (in 3DMark05) work pretty well for finding artifacts. Make sure and set the core and memory clocks independently and than try to start combining the two. Usually when you overclock the core and mem together your max oc is lower than either independently.

I hope that was what you are looking for. If you're wondering about safe voltages, I hesitate to make a recomendation as no one is really sure what is safe yet. I wouldn't let temps go over 80C by much if you plan on raising voltages. The voltages I run are: 1.525/2.2/2.2/1.5. That is with watercooling so I wouldn't push it that hard on air unless you have very good cooling and/or low ambient temps.
