EDIT
Go it, he was able to do it from the SCSI options.

I read the FAQ and I think I understand this but I want to be sure since I am passing this on to my brother.
He has XP Pro on his SCSI machine and wants to format the hdd, add new components, then do a fresh install. He is doing a mobo/video card/cpu upgrade. I think he is using NTFS. To reformat, he uses a boot disk form 98, goes to the prompt and does a normal format. Is this correct?

Boot off the CD and start the installation process. It will give him the option to reformat it.

That's what I told him but it didn't seem to work. He tried that and it wanted to reinstall the OS. He wants to wipe it clean then pull the hdd.

You said he wanted to reinstall.

If he wants to wipe the drive, his hard drive manufacturer should have a utility for download that will wipe the drive clean.

My bad. I have it in the title correctly but misspoke in the body. He wants to format it, build the new machine then do a fresh install with the other components in place.

No, just install the components you want. Upon startup goto the bios and make sure that the computer will boot from cd. If not change the boot order to floppy, cd, ect...
just place the winxp disc in the drive and reboot. During the first stage of the winxp install you can delete the partitions and completely reformat the drive from scratch. If he has a SCSI hard drive make sure he hits F6 when prompted to install the correct drivers.
You could do it your way but its longer cause the win98 disk will only format the system as fat32 and then you will have to convert later. might as well do it right the first time
