It's not black and white. "Doing drugs" as a blanket statement includes sugar and caffeine. As an example, too much caffeine can kill you by heart attack.
I'm not advocating narcotics, but a little weed isn't going to do any damage, itself. It's the personality type and other habbits in life that will screw him up.

Drugs are those substances that appear on the federal controlled substance list. And the effects of marijuana are irrelevant. The point is that the parents rules should be respected. I remember coming home on weekends from college and not drinking at home because my parents didn't like it. Nothing to do with the legality but rather respect.

It appears, according to child welfare, there are 5 Provinces (plus 2 Territories) where anyone 16 or older is not considered for abandonment. So if he is in one of those places he could be S.O.L.
