High temps in the summer. But in 2000 we had outtages, but prices did not escalate to thousands of dollars per megawatt, because FERC would have stepped in and not let it happen. In 2001 energy companies knew that FERC would stay away if they manipulated the market, and that's exactly what they did. Clinton was president during the california energy crisis as well. Bush did more than Clinton did. Clinton told Gray Davis to raise the cost of power and pass it on to consumers.
