ratings are a vote of confidence on the opinion of the people. Hold unpopular opinions and your rating drops, making what you say inconsequential.

It isn't inmates running the asylum, it's the popular opinion of the people, as sad as that may seem.

What happens on the right though is that these shock jocks have a huge part in shaping popular opinion. Rush does reflect the biases, the fears, the frustrations of his listeners - he then creates the narrative. The "what should I be pissed off about today".
