Yea the free unlimited photo storage is all I use Google+ for. It's great for that. I just have my Galaxy Nexus auto-upload at night, plus I uploaded about 8GB of pictures from my computer.
They are certainly scanning the contents of your files, thats how dropbox works.
interesting, I just tested an upload on G+ and they compress/resize your pic. If you're using it to backup all your pics, don't you want it in original res? Is there a way to re-download the originals?

All Photos up to 2048x2048 are free unlimited, larger ones have limited storage and are resized or you can buy more storage.
Edit: In answer to your edit, thats the way dropbox works. The files are scanned to check for duplicates, if theres a duplicate it uses the previously uploaded file, no matter who uploaded it.
scanning filenames is different than digging through the contents within the files themselves. Can Google do that?
I hope they do more than just filenames otherwise its going to be a crappy service.
