Texas has a lot of tier two schools, but the only tier-one schools are Rice and UT...and I think that while UT officially has a higher ranked engineering program, Rice is definitely a better school. Except that it is in the downtown of Houston....and about $20000 more a year than Texas is.
Actually Texas A&M isnt a slouch, and it is very much a tier one school. Its engineering is tied for 17th overall in the nation. UT is tied at 10th. Idividual rankings for engineering fields at A&M.

I do also believe Rice's undergrad engineering dept has an overall rank of 20. A&M would be much more competitive with UT, if both were funded equally by the state. Anyone with the slightest clue, about Texas, Texas Government, and how funding in Texas works knows UT gets a substantial amount more than A&M, and beyond that, every other state school else gets ALOT less than A&M. Which is why Texas only has two great public universities.
