no, the point is that this country's official language is english, and if you come here and dont bother learning how to speak to the majority of the population then misunderstanding and problems will happen.
That being said, police officers who are going into a neighborhood should either no some spanish, or at least have one officer along that does....

While I agree, unfortunately, water balloons leave no mark and cause no damage. As such, they can not be classified as assualt. Only a visible mark can be. She threw a rock, hit someone, injured them, and left a mark. If it had been a 30 year old man doing it to another man just for throwing a water balloon the same response would incur from the police if caught.
While agree, the treatment of the girl is ecessive and unwarranted, she DID commit a crime by law. It matters not her age. Having a water balloon thrown at you or being called names and verbal teasing does not constitute self defense.
However, if she was to prove there was a chance that the intended other child, the 9-year old, was trying to phsycally cause harm in court and prove it, then she can claim self defense. The problem then is if that is proved then the 9-year old boy is now the criminal and would be treated as such.
This is why you shouldn't call 911 UNLESS IT'S AN EMERGENCY. Cops more often then not respond poorly to situations, especally if you get a bad one to respond to the offense. The parents of the girl should have just returned the boy to his parents and offered to pay the medical bill if they wanted. That would have been the end of the story.
