Depends what you doing, it's all wax on, wax off. I myself look forward to seeing what the 390/x brings, but be aware all the other 300 series GPU are apparently just rebagged 200 cards.
I think with 390 series so close to launch, might as well wait 1-1.5 months because worst case he can still buy a 980 for $550, best case he might get a card 15-20% faster for $550 OR 980 level of performance for $450 either via a 390 card or a price cut 980. Then we have the possibility of NV's GM200 6GB retaliation. Since TW3 and Batman AK game coupons are valid until July 31st, it's not like those games will run out either.
If he wants to buy now to play TW3, I would go with a 970 instead, maybe an EVGA version and its 90-day step up. I don't see how 980 is worth $200 over the 970. And of course R9 290X with GTA V game bundle for $280 or so is also a great deal, an amazing deal in fact compared to a $500+ 980.
Then there is the $600 water-cooled R9 295X2. It's
59% faster than a 980.
Between 970, 290X, dual 290s/290Xs or dual 970s/R9 295X2, the 980 is the
worst buy out right now in the $250-600 price range.
