If you count territories then the Falkland Islands. If you only count the actual countries I would say Iceland or Portugal (I don't know if Iceland is an independent state or not).

UK: Bermuda, Falkland Islands, Virgin Islands, Cayman Islands, other various Caribbean islands, Pitcairn Island
France: St Pierre and Miquelon, French Guiana, other various Caribbean islands
Netherlands: Aruba, Antilles

Of those, Pitcairn is the furthest west, so UK.

On second thought, you might be right. France's overseas territories are more integrated and less sovereign than most other countries'. Though French Polynesia and the other Caribbean possessions are further west than St-Pierre-et-Miquelon.
