The ethanol produced in the US is made from corn, most countries will refuse to accept it as a fuel, it cost more to produce than gas, and it has no benefit to the environment. But the farming industriy has a huge lobby that makes it difficult for the other plants to be used.
As for an energy independant USA? Not going to happen.
The united states owes everything to the oil companies. If the oil companies want you to get less mileage per gallon, then your new car will get less mileage.
No initiative in the past 40 years has helped, not even the arab oil embargo.
The only thing that has showed any sign of helping is when people start buying the best fuel efficient cars and letting the big gas hogs sit on the dealers lots.
And it never helps the energy reliance of the USA by putting anybody from the oil industry in Texas in the white house. To close a ties to the middle east.

The market is very obviously responding to higher oil prices. It's not like the oil companies can force you to buy anything; they want your money, and if that means switching over fuel production, they're going to do it.
However, ethanol isn't the answer; butanol is. Butanol requires no modifications whatsoever to our current engines, no revamping of our supply structure (ethanol is harder to transport than gasoline), and most importantly, butanol has almost the same thermal output as gasoline. (110,000 BTUs for a gallon of butanol, 115,000 BTUs for a gallon of gasoline, and 84,000 for a gallon of ethanol.) Butanol can also be extracted from human waste, which sounds like a great way of re-energizing the US's sewer systems.
