It's a matter of perspective. If you think of the crosshair as a mouse cursor, then normal mouse makes sense. Up, down, left, right; business as usual. But if you think of the crosshair as your line of sight and the mouse as your head, then tilting the mouse (head) back moves the line of sight upwards.
