I've narrowed down my wifi issue down to a device-specific problem. My wifi on my laptop with 25/25 FIOS service is going near 20Mbps down. But the ipad and this Nexus (4.1.1) are stupid slow... like 400KBps even when I'm sitting right next to the FIOS wifi router. But the catch is the upload speed is 23MBps! So now that I know it's not the router, why is the Nexus spec'd at 802.11a/b/g/n failing me so badly? It affects me because streaming Netflix and other things is either buffering or streaming at low quality.
VZ Wireless support says there's not much in terms of changing settings on the phone to make it work better. What has been your fastest speed on this thing? I've tried using different channels too and scanners show no other devices on the channels I've tried (including 1, 6, 11).

UPDATE to the above...
I tried it on another wifi router at my parents' house (not FIOS, but Optimum on their own DLINK wifi router) and the GNEX is going fast. I just don't understand.
Why does this point to a router issue when another device (the WIN7 KVM) runs full speed on it? There's not device-specific settings on the router.
