If you guys think it is bad here in the states, try going overseas. On a recent visit to Rome, I couldn't believe the number of these people. I was constantly confronted by 20-30 of these beggers outside of the tourist spots. Drove me absolutely insane. But, the best advice is to ignore them completely. If they talk to you, ignore them. They would actually try to give us things (such as roses to the girls) and then, after taking the item (assumed as a gift), ask for money. Crazy people.

Today like 30 min ago I had one in a Fubu Jacket, come to me while me and my roommate was at checkers picking up some food.
I said no, and as soon as he starts walking away, he sees another car across the street at Wendy's and chased the car for money.

Good thing that I stopped carrying around real money. Now all I carry around is a debit card.

But But But.. The Economy is "Booming, Soaring and Sizzling", there can't be any Panhandlers.

Might as well chime in a bit on the pan handler thing... Phoenix.. luckily.. isn't *too* bad. There's occasionally a few of them at the freeway exits towards Tempe, but outside of that I haven't run into any. Of course having said that I'm gonna get harassed by no less than a dozen today...

There's always a ton of them out on state street near campus here in Wisconsin.
You'd think they'd make their way south during the winter.

I've only given money a couple times, last time was to some girl who I think ran away from home or something who said she needed to use a phone.

I saw a guy at Taco Bell the other day buying a bum a meal and giving him some coupons. He has a lot more faith in people than I do...

This is the time of year for bums here since it's much warmer than most the country. However, if they stand by the off-ramp with a sign or try to loiter the Police roust 'em out but fast!
