So what? The guy who contacted them was clearly unable to read the page as it was clear that CentOS was not the party to contact. Also, the very first e-mail by the official was an insult as well, so that was merely a response.

I disagree. While it wasn't well choosen, I can see some poor geek sitting there having to respond, and knowing he needs to start out with some empathy. He's got a jillion (technical term there 😀 ) emails in his inbox, and he works on a product that doesn't cost anything (talk about your margin squeezing salaries!), so he bangs em out as fast as possible.
It's easy for me to see, on account of how I've been in his shoes. While normally pretty well-spoken, I once said to a customer something like "Well, just pick your important customers and get them running first." Geez. And a friend of mine interviewing for the same position I had said to the HR person "Oh? So you're just HR, then?" Folks slip up on occasion. (BTW: He's better at politics than I, and got the job anyway)

All of a sudden, the city mangler and computer genius doesn't want any more publicity, LOL.
On the second e-mail exchange, I would've told the City Manager to pound sand.
I run a business and have some stuff like this pop up from time to time. Someone will be looking for help, when we have no contractual or moral obligation to provide said assistance. If they treat us respectfully, we usually help them out (as long as it doesn't involve some big commitment). I'm not talking about an existing or former client who needs help out of scope - we will always help them (that is just good business - I consider it marketing). I am talking about somebody in the general public getting their hands on something we've done and then needing some hand holding regarding technical issues or such. Helping them never leads to more business, so helping them is just us doing them a favor.
I have one instance in the last ten years where someone was an A-hole. I told them to look elsewhere for help.
The scary part of this CentOS example is that this is a City Manager who probably has 50 people working beneath him and he has a ton of responsibility. His performance very probably affects the quality of life of people in his little town. It must be a pleasure to work for him.
The guy never even offered a real apology - no doubt he is a Republican.
