It's called semplice I think you can find it at KoL's site but I customized and modified it with my own start button and some different fonts. I can send it to you if you want, PM me.

I'm pretty sure that I got it at either deviantArt or themeXP, oddly I can't get to either of them right now (I wonder if my parent's roadrunner is blocking sites or something).

or DeskMod? I'm totally unable to do so on my parent's roadrunner connection. I wonder WTF is going on. I would be mildly irritated if roadrunner started taking the liberty of blocking sites such as these.

i can get to deivant art and deskmod. and im on RR. cant get to themeXp looks liek its not the correct address. i get a "this page cannot be displaied" error

I found it at deviantArt. search for simplex and you should be able to find it. I had to vertically mirror it so it wouldn't be covered by icons.

No. you need Theme Xp or some other windows skinning program to do it

I imagine that the default IE shortcut is some fancy-shancy windows one with different properties than a normal shortcut. Just remove it and then a regular shortcut to c:\program files\internet explorer\iexplore.exe (or something like that)
