Ok guys sorry if I go over stuff that has already been said, but I just dont want to read the posts.....

OK Set everything in CSS to highest, then type net_graph 3 in consol to display the frame rate. You might also have to turn off v-sync.

Then open up the consol and type these comands.....

fps_max 400
rate 25000
cl_cmdrate101

I have X4 AA and X16 AF with full hdr and the highest settings and I get 150-200 fps and 177 average fps with the video stress test.

false, unless running high settings gives you less then 100fps constant, that is the only time it would make your hit reg worse.

video settings won't affect pings though ;)

No, they do.
I've tried and tested enough times.

Going from max settings to low settings on the same server drops my ping by about 5-10.

Even when I'm getting 100+fps constant either way.

No they don't. Try playing on a few different computers, using the same keyboard and mouse. It's the internet connection that ultimately determines your ping and hit registration.
