What if the screens simply don't spin? I think that would be a lot easier and the technology would be much cheaper.

You're right about the feedback mechinism being needed. As for powering I'd guess that one of two things is done, either they have a little self contained generator that is run off of the rotation of the wheel, or they have some sort of power line running from the electrical system. The other question i have is how they are controlled, is it a wireless method, or a wired control method? If it's a wired control method i'd guess that they just have a simple power line alongside the control line for the rims. If it's wireless, i can't wait for the day somebody figures out how to hack into the rims of the guy next to him.

Edit, just saw on the site that they have a wireless modem, let the hacking fun begin.

If you look at the wheel you can see why it needs to spin, the basic setup is a wheel with either 3 or 6 thin strips (as there are 6 grooves, but only 3 of those lit up at the start of the video) of LED lights that can do any color, as it rotates they simply change color based on the position of the wheel, after a certain RPM of the wheel is reached the changing will make it appear to be one solid image

Finally, Nascar car owners can increase the area of advertisement space by a whopping 1% (assuming the 22" rim)

Such is the fate of all technology.

I bet that when humans invented the wheel, pornographic stuff was inscribed on the side, and it was used to get people to their sex parties more quickly.

Do you know if it includes mounting, balancing, valves and stems?

It's the same basic concept as the clocks that have the wire that flies back and forth. It draws a certain pattern every millisecond so as it moves your eye sees that it's writing our a whole word/phrase/etc.
