I'm not up on the particulars of this but I think it speaks to premeditation. If you're robbing a bank it's pretty clear you intend to get involved in a shootout if you're wearing body armor, hence the extra charge. Many people are under the illusion that it's illegal to wear body armor, and typically there's no reason to unless you're a celebrity or have an imminent threat on your life. Current events will probably change people's perceptions in that regard, anyway.Weird. If someone is committing a crime, I'm not sure a little extra jail time is gonna scare them off protecting themselves.
