Chicago did this about 30 years ago asking saying that in order to receive unemployment you had to shovel snow. It got killed in court.

The issue is if I can get $400 a week from the government for staying home why would I go work for $450?

Everyone fails to realize, that Farmer Smith is on the phone to his congressman, and senator asking for a big farm subsidy to cover his loses. Farmer Smith is not going to suffer any real hardship, after the gov't bails him out with low cost loans and subsidized grants. Seriously the only ones impacted are the pickers, and the state of Alabama, when it realizes that its lost a bunch of sales tax revenue.

You ban the import of cheap agricultural labour you better be prepared to import cheap agricultural produce.

Mexico is either going to undercut you on the cost of someone to pick the tomatoes or the tomatoes themselves.
