Bolded part could be applicable... the officials didn't create the snow, but they intentionally created the hazardous conditions by neglecting to perform their duties.

The probe did uncover several incidents in which sanitation workers weren't doing their job, including ones who were caught on surveillance video. Video shows three sanitation workers purchasing beer while on duty.

There is, however, evidence of gross incompetence. Unions are SUPPOSED to police their union members and make sure their employees are quality workers. That just isn't the case anymore. So, tell me again, what good is a union?
