All a buyer (scammer) needs to reroute a package is the tracking #.
I'm pretty sure this also applies for UPS and DHL.

I've insured items for thousands of dollars before. There is of course a surcharge for insuring so much.

In other words as long as I have a tracking number I can call and reroute any package I so desire with no verification as to who I am? That's stupid.
Great, so UPS smashes stuff, Fedex listens to anybody to reroute stuff, USPS looses stuff - anyone GOOD out there?!

AFAIK UPS is the same when it comes to rerouting stuff. I have had to change the destination of a package I sent while it was in transit and all they asked me was if I was the one that shipped or if I was the one that was receiving. There was no verification of my identity.

He doesn't know if that was going to happen or not. There could be a rational explanation although the buyer had no right to change the destination of the package.
