Why not? That's how it works for every other consumer good on the planet. You don't expect to get free new clothes when your old ones wear out, do you?
Except remember the logic of the movie industry (and music, and software). We aren't paying for the physical copy, we are paying for limited rights to the INFORMATION. Since information can't "wear out", your clothing analogy doesn't work.
This is more like having a membership card to a health club. The card has no value, it gives you access to the services provided by the club. I don't know how it works at YOUR health club, but if I lose my card I can get a new one for a small fee, I don't have to buy another membership.
