Is that so. BTW I'm not lamenting about the inequity of the Fed payouts to states like S.Carolina, it just baffles my mind that people who benefit so much from states like CA can sit back and criticize them for being an economic drag on the country when there are anything but.

I'm just curious what you think the point is to having "united" states or a federal government if every state should just operate independently and not help anyone else out when the going gets tough? The money from California has been bailing out states for years; how many times has California asked for a loan?

Eh, in my experience large employers steer clear of CA (at least the ones I've worked for) because of unions, taxes, and labor laws. CA is simply too hard on the employers to make it a viable location for a call center, fulfillment center, or tech support location. My hometown could desperately use any one of those for the jobs, but it'll never happen.
Reasonable approximation:
The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;
To borrow money on the credit of the United States;
To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes;

To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;
To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years;
To provide and maintain a Navy;
To make Rules for the Government and Regulation of the land and naval Forces;
To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;
To provide for organizing, arming, and disciplining the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress;

Gov. Arnold Schwarzenegger vetoed SB 1565, aimed at making stem cell therapies and diagnostics funded by California?s multibillion-dollar stem cell research agency affordable and accessible.
The bill also would have made it easier for the California Institute for Regenerative Medicine to fund research beyond politically charged embryonic stem cells.
In vetoing the bill Saturday, Schwarzenegger said SB 1565 would have undermined ?the express intent of Proposition 71,? which California voters approved in 2004, setting up a $3 billion agency with state bonds.
Schwarzenegger said the bill would have eliminated the priority for funding human embryonic stem cell research and would have placed restrictions on CIRM?s oversight committee to adopt intellectual property policies that balance patient need and medical research.
Even more amusing is the fact that they might be losing the Oakland Raiders because state taxes are too high and the state won't build a new stadium.
I see lots of figures flying around about how CA is the economical backbone of USofMFA, its all good... I live in Texas and we are the 2nd largest state by economy and population.
Our tax burden might be low but thats bcoz of zero state taxes. Our state takes care of us and still does a pretty good job of not screwing it up.

Oh is this it, now, it's not a bailout if it's just a loan? I guess if that works for you. Question is what are the loan terms--are they reasonable or ridiculous (hint: ridiculous, otherwise the state wouldn't be looking to the government) and what are the chances of it being fully repaid back with interest?
