I picked it up this weekend have been playing it for a couple of hours now. It's certainly playable at 1920x1200 with 2xAAA and 16HQAF with all settings on max, softshadows off. I have no intentions of playing the multiplayer so perhaps the lag is there?
I did OC my x1800xt to 700/1600 and that helped the avg FPS from 43, 49. The only "lag" is when the game is loading up new areas but turning the settings and resolution down didn't help much with that. Reading about it, that seems to a common issue.
The game itself looks quite nice but it's weird. Some areas are highly detailed and beautifully rendered yet other parts look dull. The game isn't scary, atleast to me. The guns could be better but the hitboxes are well done. The sound is AMAZING. I would rate it right with Chronciles of Riddick for the fun factor and tied with #3 on my fav. list. HL2 being number one and FarCry being two.
So if you have a x1800xt or a 7800GTX, don't worry, you'll be able to play FEAR at high resolution. It's definately worth playing through.
