that is understandable if you live in the city where the stadium is, however is moronic to black out a game in an area thats 400 miles from teh stadium however still in the same state

Not really. They black out an entire region because that's how far fans will travel to a game. Just watch the highways on game day.

I think a more fair solution would be to offer the games on PPV in that region.

Personally, I don't give any money or interest to professional sports. It doesn't interest me at all, and the bastards make too much money as it is.
