Translation:
1) We want to sell as much DLC on Live first, including Horse^H^H^H^H^HDog Armor.
2) We want to sell the Construction Set as part of the Expansion Pack for another $50.
3) We can't just expect Modders to use the existing tools and documentation, since Modders are so much more stupid then Developers.
Since Bethesda has already been through this with Morrowind and Oblivion, I would expect much less effort required to follow the same 'footprints', and I would have expected this effort to have been scheduled years ago.
Of course, if Bethesda decides to be a real %#$ about releasing free tools in quick fashion, I *might* expect to see those who are highly experienced with Elder Scrolls Editors and Scripts to 'make' their own Fallout Construction Set.
