Cheating is a part of the game. This is a fact.
There is a difference between saying cheating is a part of the game, and saying that other players cheat so you should also cheat. It is a mile away from saying that cheating is OK.
Kruk has probably bother heard it and said it a million times, that cheating is bad and shouldn't be done. So instead of the same old tired speech, he said that if you do it, don't get caught. By actually getting caught, you make baseball as a whole look bad, especially if you are a big name player and/or in the post-season.
Look at how happy and serene it was back in the day when Mac and Sosa were breaking HR records. Baseball's popularity was through the roof. Sure, some people may have suspected something was going on, but as long as it wasn't brought to light, people were happy. Same case here.
