The small piece in the center of the plastic cpu mount with two connecting wires is just the thermocouple to read temp. FF means okay. Best thing is to take it all apart and remount the board etc. with the bare minimum. Sounds like a possible short out.
think its a short out too...or that resistor that may be broken. I have a swiftech mc-462A too and i too did not put the extra washers because the holes were small...so it's not that. I think it could be your NIC...
Try everything one by one...that usually solves the culprit. If you have another system...like say your roommates or parents..bro or sis's...try each part in their system and see if everything works. You didn't OC did you...?
