CO2 doesn't hurt people, in fact it is released by people every time the breath and is required for plants to grow and make us food etc. So I don't really see where it falls under the Clean Air Act except as a political jesture to forward the liberals hatred of big business.

Sec 702(15) in order to stabilize and eventually reduce concentrations of chlorine and bromine in the stratosphere, to conserve the stratospheric ozone layer (an exhaustible natural resource), and to reduce the extent of global climate change--
...
Sec 702(15)(C) emissions of other gases, such as methane and carbon dioxide, should be controlled;

EPA simply needs to follow the law as written.

EPA has already determined that this is the case so they are required to regulate emissions. EPA is required to use best available science, not radio talk show hosts, in making such determinations.

They couldn't figure out a framework to tax breathing, so they're doing the next best thing. That is to set up the framework to tax exhaling, any energy usage, and using anything you can't walk to in order to obtain ready to use.

All production that uses more than hand tools and all distribution other than by foot will be heavily taxed.
